Our keynote speaker, Kory Boatwright, will bring a powerful session on child safety and crimes against children. His session will reinforce the importance of skill, judgment, and integrity in the face of real-world challenges.

Throughout the morning, participants will rotate through interactive and scenario-based trainings designed to build real-world skills. You’ll gain hands-on experience in life-saving techniques like Stop the Bleed, work through the realities of what happens after a self-defense incident, explore the use of force continuum and its legal aspects, and practice decision-making during realistic emergency tabletop exercises. This is your chance to learn directly from safety professionals, sharpen your response skills, and connect with others who are committed to protecting our communities. This seminar provides faith-based leaders, administrators, and security personnel with the knowledge and tools to enhance the safety and security of houses of worship through an all-hazards approach. Participants will explore strategies for preventing,

preparing for, responding to, and recovering from a wide range of potential threats—including natural disasters, accidents, and human-caused incidents such as active assailants. Participants will engage in facilitated tabletop exercises that simulate realistic

emergency scenarios. These guided discussions allow leaders and teams to:

  • Practice decision-making under pressure

  • Identify strengths and gaps in existing safety protocols

  • Build confidence in executing emergency action plans

Kory Boatwright - Keynote Speaker

OSBI Task Force Officer,  Internet Crimes Against Children

Detective Sergeant Kory Boatwright has dedicated more than 14 years to full-time law enforcement, including 11 years of distinguished service with the Del City Police Department. With over five years as a full-time investigator, he has led and supported major crime investigations involving Internet Crimes Against Children (ICAC), Special Victims Unit cases, gun crimes, and homicides. His commitment to protecting the vulnerable and pursuing justice has earned him recognition at the local, state, and federal levels.

A graduate of the Federal Law Enforcement Training Center Basic Peace Officer Academy and the Council on Law Enforcement Education and Training (CLEET) Reciprocity program, Sgt. Boatwright also holds an advanced peace officer certification from CLEET. He has completed specialized training as an OSBI Internet Crimes Against Children investigator, FBI-trained crisis and hostage negotiator, crisis intervention team member, and crime scene investigator. He serves as an OSBI Task Force Officer with ICAC and teaches as a BPOC instructor at Metro Tech.

Sgt. Boatwright’s excellence has been recognized with numerous honors, including the Mike Turner Award (2017), the OSBI Red Feather Award (2020), the Merit Award (2022), and the Mid-Del Tinker 100 Officer of the Year (2024). Beyond his professional accomplishments, he is a devoted husband, father, and Christian, committed to both his family and his faith.

Kim Schlosser

Canadian County Sheriff's Deputy | Navy Corpsman Veteran

Kim Schlosser honorably retired after 23 years of service in the U.S. Navy, where she rose to the rank of Chief Hospital Corpsman. Throughout her career, she served with both Navy and Marine Corps units, providing medical care, preventive treatment, and hands-on training. Her service took her to three continents and seven countries, and she dedicated a decade to teaching as a Tactical Combat Casualty Care (TCCC) Instructor and a Cardiopulmonary Resuscitation (CPR) Instructor. In this role, she trained countless Marines and Sailors in Combat Life Saver (CLS) techniques to prepare them for deployments in hostile environments.

Today, Kim serves her community as a Deputy with the Canadian County Sheriff’s Department Patrol Division. Three years ago, she joined a small one-room church of only 15 members in El Reno, where she witnessed God’s powerful work in growing the congregation into Discovery Church, now expanding into a new building. Called to serve as a watchman for the body of Christ, she leads the Safety Team at Discovery Church, faithfully protecting and supporting the ministry as it continues its mission to reach the lost.

Keith Stewart

Owner, Secure One Consulting | Director of Safety & Security, Canadian Valley Technology Center

Keith Stewart is the Owner of Secure One Consulting and currently serves as the Director of Safety and Security at Canadian Valley Technology Center in El Reno, Oklahoma. He brings extensive experience from his work within the DPS Active Threat Response Preparedness Division and holds a Master’s Degree in Public Administration from the University of Oklahoma. Retiring in 2016 after 21 years with the Duncan Police Department, Keith served in critical roles including crimes against children investigator and school resource officer—positions that shaped his strong commitment to protecting schools and building safer learning environments.

An avid researcher on active shooter events, Keith has shared his expertise through presentations across the State of Oklahoma. His deep knowledge and hands-on experience working with children and schools led to his role as Southeast Regional Manager for the Oklahoma School Security Institute. In addition, he contributes to state-level initiatives as an advisory committee member for Handle With Care Oklahoma, further demonstrating his passion for school safety and his dedication to supporting educators, students, and communities.

David Ellis

Law Enforcement & Military Veteran | NRA Instructor | Church Safety Team Leader

David Ellis brings a unique perspective to church safety and security from his years of training and operational experience. He served in the USAF (1978-1985) as a Security Policeman, Narcotics Dog Handler, Shift Supervisor and Military Police Investigator. In 1986 David joined the Oklahoma City Police Department. Among his many duties and assignments were patrol officer, Field Training Officer, Firearms Instructor, Law Enforcement Driving Instructor, TASER Instructor, Lieutenant of the In-Service Training Unit, Commander of the Department’s Emergency Response Team, and Nationally Registered EMT.


During this time, David worked as a contractor for the US Department of State where he travelled overseas to train foreign police and military personnel. He retired as a Captain in 2010. Since retiring, David lives with his high school sweetheart and wife of 46 years, (Lorrie) on their farm in central Oklahoma. He now spends his time raising cattle, riding horses and providing firearms training on his home range to civilians. As a “student of the gun”, he regularly attends training courses in order to further his own skill set as well as bring new and innovative training ideas to his students.

Darrel Barton

Church Safety Team Leader | Military Veteran

Darrel Barton is a husband, father, and proud grandfather who serves faithfully as the leader of the church safety team at Destiny Christian Center in Del City, Oklahoma. With a heart for protecting others and ensuring a safe place for worship, Darrel combines his strong faith and leadership to guide and equip his team in best practices for church safety and security. His commitment reflects both his devotion to his family and his calling to serve his church community with excellence and care.

Darrel’s experience is deeply rooted in service to his country, having served in the United States Air Force from 1983 to 1990. During his 8-year career, he gained extensive tactical knowledge and leadership skills as part of the Security Police, specializing in protection, defense, and emergency response. This background equips him with unique insight and discipline that he now uses to safeguard his church family, blending military professionalism with a servant’s heart.

The Oklahoma Safety Coalition is committed to equipping houses of worship with the knowledge, resources, and strategies they need to safeguard their congregations from violence and other threats. We understand that houses of worship should be places of peace, but the reality of today’s world means preparedness is essential.

Keith Stewart

SE Regional Manager at Oklahoma School Security Institute

Working within the DPS Active Threat Response Preparedness Division, Keith graduated from the University of Oklahoma with a masters degree in public administration, retired in 2016 from the Duncan Police department after 21 years of service. His roles within the department, particularly as crimes against children investigator and, most importantly, as school resource officer, highlight his strong connection to the education community. Keith is an avid researched on active shooter events and has spoken on the topic numerous times across the State of Oklahoma. His knowledge and experience working with children and in schools led to his current role as the Southeast Regional Manager for the Oklahoma School Security Institute.
